NorthStar has conducted studies, given presentations, and provided consultation and advisory services to a variety of organizations in the public sector, including Workforce Development Boards, Chambers of Commerce, Economic Development Corporations, and Departments of the State Government, including the following:
STATE-AFFILIATED ORGANIZATIONS
Forward Wisconsin is a unique public-private state marketing and business recruitment organization. Its job is marketing outside Wisconsin to attract new businesses, jobs and increased economic activity to the State of Wisconsin.
Wisconsin Security Research Consortium seeks to enhance Wisconsin's position to attract and retain research and development grants from federal government agencies for the purpose of conducting sensitive or classified academic research and related development work.
Wisconsin Technology Council is an independent, nonprofit, tax-exempt corporation created by the Wisconsin legislature that was organized to formulate a master plan for the development of science- and technology-based businesses in Wisconsin.  The Council also is to formulate, establish and assist in implementing programs necessary for the development, growth and success of such businesses.
ECONOMIC DEVELOPMENT ORGANIZATIONS:
Campbell County Economic Progress Authority (Kentucky) was created to aid in the acquisition, retention, and development of land for industrial and commercial purposes in Campbell County and aid in the development and promotion of industrial sites, parks, and subdivisions for accommodating industrial and commercial needs.
Central Wisconsin Alliance for Economic Development (Centergy)'s mission is to measurable economic development in central Wisconsin by aligning resources, encouraging cooperation among all sectors of the regional economy and promoting the value of doing business in the region.
Door County Economic Development Corporation (DCEDC) is a
public / private partnership dedicated to improving the economic vitality of Door County, Wisconsin, and its residents by providing professional economic development services.
Heart of Wisconsin Business & Economic Alliance unites Business, Government, Industry and Tourism to develop a climate in the Heart of Wisconsin area in which commerce, industry, and the professions can operate successfully and attract new enterprise beneficial to the community.
International Trade, Business and Economic Development Council of Southwest Wisconsin (ITBEC) provides participating counties in southwest Wisconsin with a mechanism to identify and formulate regional goals and strategies leading to improvements in tourism, economic development and exporting.
Southeastern Wisconsin Regional Planning Commission (SEWRPC) is the official area wide planning agency for the SE Wisconsin Region, which consists of the seven counties of Kenosha, Milwaukee, Ozaukee, Racine, Walworth, Washington, and Waukesha.  The Commission was created to provide the basic information and planning services necessary to solve problems which transcend the corporate boundaries and fiscal capabilities of the local units of government comprising the SE Wisconsin Region.
MUNICIPALITIES AND CHAMBERS OF COMMERCE:
Calumet County Planning Department is responsible for the administration of the Calumet County, Wisconsin land-use control ordinances. These include general zoning, shoreland-wetland zoning, floodplain zoning, land subdivision, and private sewage disposal regulations. Other program responsibilities include recreation and tourism, economic development, rural address numbering, and sampling of water supplies.
DeForest Area Chamber of Commerce, with a membership numbering more than 100, promotes the positive economic and community development in the Village of DeForest and nearby towns of Windsor, Burke, Leeds and Vienna.
Marinette Menominee Area Chamber of Commerce is the liaison to the Business and Professional Communities in the Marinette / Menominee region.  Its goal is to preserve and expand Economic Development, Educational Growth, Tourism, Member Services, and Governmental Relations, all in a collective effort to improve the business climate and enhance the free enterprise system in the area.
Town of Saratoga, Wyoming retained NorthStar to prepare a strategic economic development plan for the town, as well as a follow-up study about their local workforce.
STATE AGENCIES:
Wisconsin Department of Commerce sponsored the Wisconsin's Economy in the Year 2010 study, authored by NorthStar Vice President / Director of Research Dennis K. Winters, along with William A. Strang and John P. Klus.  The Department also hired NorthStar to update its County Economic Profiles.
Wisconsin Department of Public Instruction NorthStar has consulted with DPI in preparation of a white paper at the Wisconsin Economic Summit, on projects and presentations related to early childhood education, and mostly recently on an economic impact study of Wisconsin public libraries.
WORKFORCE DEVELOPMENT BOARDS
Bay Area Workforce Development Board, consisting of selected community representatives, develops a skilled workforce by strategically allocating and coordinating resources to address community needs by working through others for the benefit of all.
Fox Valley Workforce Development Board, Inc. functions as a catalyst with public and private partnerships in an effort to achieve an environment of accessible, high quality, efficient and affordable training and employment opportunities by anticipating and developing solutions for tomorrow.
Private Industry Council of Milwaukee County, a Workforce Development Board, is a public/private partnership between government and business that plans, administers and coordinates employment and training programs for adults and youth in Milwaukee County, Wisconsin.
