STATEWIDE:
Vision 2020: A Model Wisconsin Economy was funded by Mason Wells Private Equity and published by the Wisconsin Technology Council.  NorthStar provided the economic research.  The document contains a detailed set of recommendations for achieving a model Wisconsin economy.  The Agenda for Change has several guiding principles:  Start with technology and the people who understand it; Promote openness, the flow of ideas and diversity; Adopt a global perspective - economic, political, and cultural; Foster creation of international centers of excellence;  Organize economic initiatives around local business communities; Use existing local resources before going elsewhere, and Focus on the creation of wealth, not just jobs.
Wisconsin High-Tech Opportunities, a study commissioned and published by the Wisconsin Technology Council, provides an essential benchmark and database of Wisconsin's current high-tech economy and identifies high-tech industries that warrant further attention based on the opportunity vector intersections of employment growth, pay levels, and high-tech occupational concentration.  This study was a precursor to the strategic economic development agenda set forth in Vision 2020: A Model Wisconsin Economy.

A Systematic Evaluation Process for a Science and Technology Strategy in New Hampshire was prepared by NorthStar Economics, Inc., with Rainey & Associates serving as a senior advisor on the project.  NorthStar was retained by the New Hampshire EPSCoR committee to develop an on-going process to systematically identify opportunities and potential barriers to New Hampshire’s growth in key technology clusters.  The study provides recommendations for programs to pursue technology-based economic development and research building capacity, monitoring emerging technologies, dealing with gaps and barriers and the need to improve infrastructure to benefit statewide research and development efforts.

MULTI-COUNTY REGIONS:
An Economic Opportunity Study for Central Wisconsin is a strategic economic development plan for Marathon, Portage, and Wood Counties.  The study features demographic and economic data for Central Wisconsin, a SWOT analysis of economic development in the region, identification of the economic opportunities present, and a comprehensive set of strategies, tactics, and action steps that may be implemented to realize those opportunities.  Centergy commissioned the study, funded by the Wisconsin Department of Commerce, UW-Stevens Point, and a CWI GROW grant. 
The Grow North Economic Opportunity Study is a strategic economic development plan for Forest, Langlade, Lincoln, Oneida and Vilas Counties.  The study features a SWOT analysis, an industry cluster analysis, an analysis of the demographics and economy of the region, a look at market driven opportunities, and six separate strategies, each with tactics and action steps to realize economic development opportunities in the region.  The study was commissioned by the Grow North Regional Economic Development Corporation, Inc. in cooperation with the North Central Wisconsin Workforce Development Board and the North Central Wisconsin Regional Planning Commission.  
The NEW Economic Opportunity Study, an economic development study of an 18 county area in Northeast Wisconsin, was commissioned by the Fox Valley Workforce Development Board, in partnership with the Bay Area Workforce Development Board and other agencies.  This report represents Phase III of the study, in which NorthStar Economics, Inc. worked with economic development committees and local stakeholders to create a development strategy for the region that utilizes the current strengths in the area while addressing the region’s weaknesses and challenges for the development of a future strong economy.
COUNTIES:

An Economic Development Adjustment Plan for Door County, Wisconsin is a study that was undertaken in the summer of 2004 in response to changing economic conditions in Door County. The study, conducted by NorthStar Economics and Grant Thornton, LLP, focuses on  several economic goals for Door County over the next 5 to 10 years. For each goal, strategies and tactics to achieve the goal are outlined. Finally, the implementation of goals is discussed. 

An Economic Opportunity Study for Walworth County was completed in March of 2007.  The study includes a demographic profile, business and economic profiles, a SWOT analysis, identification of key economic opportunities, and recommendations.

MULTI-CITY REGIONS, CITIES AND TOWNS:
The DeForest Area Economic Opportunity Study was commissioned by the DeForest Area Chamber of Commerce to address economic development concerns in the DeForest Area, including the Village of DeForest and the Towns of Burke, Leeds, Vienna, and Windsor.   The study features demographic and economic research and a SWOT analysis, and identifies several economic development opportunities and strategies.  The report concludes with an implementation plan featuring numerous action steps which may be taken to achieve the desired economic development goals in the next three to five years. 
A Strategic Economic Development Plan for the Town of Saratoga, Wyoming was commissioned by the Town of Saratoga, Carbon County, Impact Joint Powers Board. 
The basic purpose of the plan is to initiate economic development actions that produce year round jobs in Saratoga, Wyoming. The plan can also be useful to the Town of Saratoga applying for state and federal funding for infrastructure, community improvements and specific business projects.
The Town of Saratoga, Wyoming Workforce Report is a follow-up to A Strategic Economic Development Plan for the Town of Saratoga, Wyoming.  In conjunction with the earlier strategic plan, the Saratoga Workforce Report provides more in-depth information and analysis of area population, labor availability and housing trends in the local community.  The joint or mutual intention of these reports is to encourage Saratoga-area workforce improvements and regional economic development activities.
